Rough set of criteria by which we can conclude we are facing propaganda:

*IF A STORY IS INESCAPABLE (widely disseminated, you cannot “NOT” see it – constant public service messages, billboards, media disclaimers, etc)

*IF THERE IS NOT NEARLY A PEEP OF CONTRADICTION, OBJECTION, INQUIRY (a near totally unified message)

* IF ONE DOES QUESTION THE STORY THEY ARE EGREGIOUSLY RIDICULED

Then odds are that the story is propaganda.
